Topic: Admission to the Union
Annotation: Article 4 of the Constitution gives Congress the sole power to admit new states to the Union. Territories and or properties of the United States can become states with Congressional approval, but there are no specific requirements for entry spelled out in the Constitution. No portion of a existing state or combination of states can become a state without both Congressional approval and the approval of the states affected by the change.

 

Citation and Text from the Constitution:

Article 4, Section 3, Clause 1
