Topic: Becoming a citizen
Annotation: The power to determine the process for becoming a citizen was given to Congress in section 8 of Article One of the Constitution. The process of becoming a citizen is known as naturalization. Since the process of becoming a citizen is left to Congress and not described in the Constitution, there have been numerous changes in the rules of naturalization over the years.

 

Citation and Text from the Constitution:

Article 1, Section 8, Clause 4
(The Congress shall have Power) To establish a uniform Rule of Naturalization, and uniform Laws on the subject of Bankruptcies throughout the United States;

 

Amendment 14, Section 1
All persons born or naturalized in the United States, and subject to the jurisdiction thereof, are citizens of the United States and of the State wherein they reside.
